Senate House has most of the windows complete on the upper floors though the lower two remain unfinished. Scaffolding surrounds the lower part of Senate House and also goes up the right hand side of it. On the left of the wall in the foreground, two workers can be seen, one close to the photographer without hard hat and another walking further up the mud track, the latter wearing a hard hat.
